Leap Year 2016 Brings Rain for Annual Ceremony

Today is the day for the Annual Ceremony but is seem it should have been pushed back to Thursday as today will be the second day of rain in the area. I was expecting something like this would happen but with snow but since the temperature did not fall much, we got rain instead of snow. So, when will snow in fact hit? Well, it is easy to tell but finding a big tree with leaves. If leaves are  still on it, then it is not time but once all of it has fallen, expect it within 48 hours.
